Operated by Serco on behalf of the Cabinet Office, the Emergency Planning College is the UK Government’s centre for Resilience Learning and Development.  We provide high quality services that build the resilience capabilities of individuals, teams and organisations in the UK and overseas.  

We have an exciting opportunity to lead our Organisational Resilience work.  The successful candidate will be responsible for taking the College’s existing Business Continuity programme and incorporating it into a wider Organisational Resilience portfolio.  Your portfolio will include developing and delivering Business Continuity training, including our standard prospectus courses, as well as training that is tailored to the needs of specific customers.  You will also be responsible for the design and implementation of exercises, from workshops that explore issues, to rehearsals that build team and individual competence.  And you will develop our range of advisory services that enable customers to benchmark themselves against recognised standards and good practice.  

As well as business continuity, you will be responsible for developing and delivering Organisational Resilience training, exercising and advisory products and services in both the UK and internationally. To help maintain the EPC’s position as a leading centre for learning and development, you will adapt the College’s approach - reflecting developing thinking in government and taking into account evolving best practice elsewhere. You will also be responsible for the College’s work to educate customers on how to maintain and continue core services should an adverse cyber event affect their organisation.  

Your role:

⦁    Developing and implementing a business plan for the expanded portfolio;
⦁    Engaging with Business Continuity specialists in the UK Civil Service, for example though active participation in the cross-government business continuity network; 
⦁    Engagement with potential customers on complex sales enquiries;
⦁    day-to-day management of the College’s relationship with the Business Continuity Institute;
⦁    Development and delivery or learning events; and
⦁    The coordination of a small team of associate facilitators who specialise in Business Continuity and/or Organisational or Cyber Resilience.


What you will need:


⦁    A track record of employment in a business continuity or organisational resilience role.
⦁    A detailed understanding of relevant British and international standards and good practice guidance.
⦁    Excellent verbal and written communication skills, with the ability to facilitate learning in physical and online classrooms.
⦁    An ability to understand the customer’s current and future requirements and match these with learning and development solutions.
⦁    Ability to build effective customer relationships and partnerships with stakeholders.
⦁    Evidence of relevant and up to date CPD.
⦁    Flexible to travel in the UK and potentially overseas.



⦁    Degree level or advanced vocational education in a business continuity or organisational resilience field.
⦁    Qualification in adult education or training or equivalent experience.
⦁    BCI approved trainer.
⦁    Lead auditor for ISO 22301:2019.
⦁    Experience of developing and implementing learning events for individuals and teams across a diverse customer base.
⦁    Experience of leading a team of subject matter experts.

Security clearance

This role will require you will be required to complete National Security Vetting for Security Clearance.  You will normally need to have been resident in the UK for at least 5years prior to the date of application.  If you do not meet the above requirements, you may still be considered if, for example:
You've been serving overseas with HM Forces or in some other official capacity as a representative of HM Government
You were studying abroad
You were living overseas with parents
In such cases you will need to be able to provide referee cover for the period(s) of residence overseas. The duration of overseas residence and the country of abode will also be taken into account.
