Serco Middle East, in partnership with our local joint venture partner, is leading an ambitious transformation in Abu Dhabi to establish a National Champion in Emergency Services, Risk, Resilience, Training, and Defence and Security Advisory. We’re assembling a top-tier management team to drive this mission, setting strategies, building operational capabilities, and executing sustainable growth across these critical sectors. As a Director of Fire Rescue Services Operations and Training, you will be instrumental in shaping the Emergency Services function, driving safety, growth, and service excellence. This leadership role will focus on operational excellence, compliance, training development, and the strategic growth of our services.
The hiring for this position is subject to contract award.
Key Accountabilities
- Strategic Leadership: Define and implement a strategic vision that aligns with our long-term organizational goals, focusing on the development of Emergency Services.
- Client Management: Strengthen client relationships and manage framework contracts to support organic growth.
- Training and Development: Lead our training operations, introducing new courses, certifications, and increasing facility utilization.
- Team Management: Develop and mentor a multidisciplinary team, creating a collaborative, high-performance environment.
- Operational Planning: Direct the development and implementation of emergency response plans and manage resource allocation.
- Budgeting and Compliance: Oversee budgeting, risk assessment, and regulatory compliance to ensure efficient resource management.
- Innovation and Improvement: Champion continuous improvement and leverage emerging technologies to enhance our emergency management capabilities.
Specific Requirements

Bachelor’s degree in Business Administration, Management, or a related field.

Additional certifications in Leadership, Strategic Management, or Emergency Services Management are desirable

Minimum of 15+ years in a senior management role within emergency services or a similar industry, with a record of business transformation and team leadership.

Strong leadership and client relationship management

Financial acumen and resource management experience

Knowledge of emergency response protocols, crisis communication, and compliance

Understanding of the UAE’s regulatory and cultural environment is a plus
