Your Opportunity

 

We are seeking an experienced candidate to develop and lead the implementation of robust Safety Management System (SMS) and Quality Management System (QMS) frameworks , ensuring compliance and alignment with Civil Aviation Authority standards and practices. The Safety and Quality Manager provides strategic guidance and subject matter expertise in the design, implementation, and continual improvement of the organisation’s SMS and QMS, ensuring alignment with ICAO requirements, national regulations, and international standards

 

 

This role brings with it an emphasis on capability building, knowledge transfer, and the creation of sustainable safety and quality cultures, while acting as a mentor and strategic advisor to Serco's client.

 

Key Accountabilities

 

  • Support the Serco's clients' teams with the design, implementation, and integration of both SMS and QMS into ANS operations.
  • Mentor local safety and quality personnel and operational leaders to build sustainable in-house capability.
  • Guide the organisation in tailoring ICAO-compliant SMS and QMS frameworks, including policy development, risk management processes, and reporting structures.
  • Advise senior management and operational heads on safety and quality management strategy, policy development, and compliance risks.
  • Assist Serco's client in preparing for audits, certifications, and oversight by the national aviation authority or ICAO.
  • Provide expert input on aligning SMS and QMS initiatives with international regulatory frameworks such as ICAO Annex 19, Doc 9859, ISO 9001, EASA regulations, and applicable national standards.
  • Develop safety and quality staff capability through planned development and learning activities that raise awareness, motivate, and build individual adaptability to changing role requirements.
  • Work collaboratively with Serco's Client's personnel to maintain and foster safety- and quality-conscious cultures, where all staff actively seek continual improvement in their daily operations.
  • Take the lead in conducting risk and hazard reviews, and advise on risk identification, classification, and mitigation strategies suitable for a growing ANS environment.
  • Support local teams in establishing risk registers, safety performance indicators (SPIs), and quality performance metrics.
  • Ensure compliance with statutory and regulatory requirements as defined by state legislation, CAA, ICAO, and other external safety and quality standards.
  • Ensure that all accidents, incidents, occurrences, and quality deviations are reported and managed in accordance with regulatory and organisational requirements.
  • Address all internal and external audit findings assigned to the safety and quality domains within agreed timescale
  • Advise on the structure, scheduling, and independent review of internal audits for both safety and quality systems, supporting capacity-building for internal auditors.
  • Serve as a key interface with CAA on safety and quality matters, supporting responses to oversight findings, certification audits, and regulatory changes.
  • Promote safety and quality awareness through workshops, briefings, mentoring, and the development of training content tailored to local staff and management..
  • Interface with Serco ME ANS as required on progress, risks, and lessons learned; leverage their expertise and resources to support the deployed organisation effectively.
  • Support drafting of procedures, manuals, and safety and quality documentation required for regulatory approvals
  • Encourage cross-departmental collaboration and staff ownership of safety and quality outcomes to strengthen organisational resilience.

 

 

Specific Requirements

 

  • Recognised Aviation Safety Management and  Quality Management, Aviation, Engineering, or a related discipline.
  • Validated Air Traffic Controller licence in at least one of ADI/ADV, APS, or ACS from a recognised international airport (An equivalent level of airport operations experience will also be acceptable).
  • Qualified Auditor with ANSP-specific experience (e.g., ISO 9001:2015 Lead or Internal Auditor certification).
  • Demonstrable experience in Incident Investigation.
  • At least 10 years’ experience in quality and/or safety management, including 5+ years in a senior or advisory role within aviation or ANSP environments.
  • In-depth understanding of ICAO Standards and Recommended Practices (SARPs), including Annex 19, Doc 9859, and relevant national/regional regulatory frameworks such as EASA and CAA.\Familiarity with Safety Management Systems (SMS), Quality Management Systems (QMS), and integrated management systems.
  • Experience advising civil aviation regulators and/or participation in ICAO USOAP/ANSP audits.
