Serco are recruiting for a Technical Services Manager to join the team based at University Hospital Wishaw. This role is the contract lead on all technical issues and will be responsible for managing and working with internal and external technical specialists to ensure compliance with all relevant technical standards is maintained.
You will be responsible together with the Operations Manager for liaising with NHS customers and Summit Health to minimise disruption to hospital operations. Furthermore, this post will work with the Operations Manager to ensure delivery of all Hard FM maintenance activity and will assume responsibility for the service during periods of absence.
This exciting opportunity will be responsible for all aspects of technical compliance and will take on the role of Responsible Person and Authorising Person for the relevant technical disciplines and will be responsible for managing and liaising with NHS Lanarkshire (customer), Summit Health (SPV client) in respect of all defect issues and activity.
Main accountabilities:
- To ensure that the full range of technical services are provided to support the smooth running of the hospital, in accordance with the Service Subcontract
- Be conversant with and understand the working of the mechanical, electrical and electronic systems in NHS hospital e.g., lifts, medical gases, boiler plant, air handling/conditioning fire alarm systems, communication systems, control theory, practical and application.
- Chair and attend relevant meetings, lead on audits and surveys as required in conjunction with operations manager.
- Lead liaison with the Authorising Engineers around maintaining safe systems of work on appropriate disciplines and all activities associated with all technical audits including close out of audit reports.
- Ability to undertake Responsible Person (RP) and Authorised Person (AP) duties for all disciplines within professional competency.
- In conjunction with the other AP’s, carry out competence assessments for the purposes of appointing ‘Competent Persons’ and issue Standing Instructions.
- To support the Hard FM operational team by providing specialist engineering maintenance expertise across the range of hospital building services to ensure compliance with regulatory and statutory requirements.
- Manage a system for registering and implementing legislative and other change notices on hospital estates.
- Responsible for ensuring timely updates of existing policies and procedures, and the development of new policies and procedure based on National guidance and legal requirements that will affect the service.
- Prepares maintenance / technical reports for submission to the NHS and other regulatory and statutory bodies.
- Critically review and analyse maintenance activities and their efficiency to ensure that legal requirements are adhered to.
- Ensuring service records are present and correct within the Technical Library.
- Provide an asset condition report for Summit Health to identify plant and equipment for inclusion in the Annual and 5 Year Lifecycle Plans.
- Undertake research as and when required making recommendations regarding the implications of plant and building refurbishment proposals.
- Responsible for the initiation and effective management of the work of specialist consultants, contractors and in-house staff on project work.
- Co-ordinate building surveys and resulting works, agreeing access requirements and arranging insurance inspections.
- Responsible for the planning and costing of low, medium and high value change notices.
- Responsible for delivering project work.
- To participate in the Hard FM management on-call rota and respond to site within contractual timescales.
- Responsible for identifying, selecting and auditing of suppliers considering reliability, quality, lead-time and within the scope of the departmental budget.
- In conjunction with the Contract Manager and Operations Manager, agree and manage the annual budget for the delivery of the service.
- Prepares and manages internal financial performance reports.
- With the Operations Manager, responsible for accurately pricing Change Control Notices (CCNs), Project Works and Minor Works.
- Ensure all Change Control Notices (CCNs), Project Works and Minor Works are certified and commissioned correctly.
- To achieve full compliance with the technical contractual requirements of the sub-contract, manage KPI delivery among the operational team, and the Serco self-monitoring of the contract.
- Assist on the delivery of Lifecycle works including producing and reporting on the Lifecycle Plan.
- Supervise and manage the work of specialist consultants, contractors and in-house staff on building services projects and specialist operational maintenance issues.
- To support and deputise for Operations and Project Manager when required.
What you’ll need to do the role:
- Educated to a minimum of HNC/HND level in an engineering discipline, with relevant experience and/or trade background working within a maintenance environment.
- Experience in a similar role within a large complex service.
- Commercially astute with an ability to deliver against contractual KPI requirements.
- Be conversant with the workings of the mechanical, electrical and electronic systems used within a Healthcare Environment e.g., lifts, refrigeration, boiler plant air handling/conditioning fire alarm systems, communications systems, control theory, practical and application.
- Ability to hold Authorised Person responsibilities relevant to their engineering discipline.
- Ability to work to tight deadlines in a demanding environment.
- Understanding of customer care and service delivery in a healthcare environment.
- Flexible to participate in the On-Call rota.
- Direct line management experience of staff is desirable.
- Driving licence is desirable.
