Your Opportunity  

We are currently bidding for a prestigious new project in Riyadh, Saudi Arabia and we are looking for a Strategic Planning Specialist who will lead on strategic direction and implementation of contract delivery in support to the Project Director who is the acting as the Project Leader.

 

The purpose of the project under this contract is to provide consulting and management support to a Ministry in KSA with the necessary tools to manage and maintain assets and facilities, through improving activities to meet service requirements, developing business strategies that ensure reducing costs of the life cycle of assets, and improving practices to increase efficiency and effectiveness. It includes but not limited to long-term management of assets, facilities, resources and services to improve performance, reduce costs and manage the life cycle. In brief, the scope is for the provision of consulting, technical, management and administrative support for facilities and asset management works.

 

The Ministry is in the process of developing and executing a transformation program. This program involves transitioning from the management of operations and maintenance contracts to the management of contracts related to assets and facilities. The Ministry’ primary objective is to achieve maximum value and benefit for the life cycle of assets and facilities within their estate.

 

This project is regarded as a part of the comprehensive transformation process on-going in the client’s organization.

  1. Initiation Phase, and was aimed at initiation of transformation and spreading the culture of change, besides conducting several development studies.

  2. Initiative Execution Phase, was dedicated to designing the operational model of the within the operational model of the client’s organisation.

 

In summary the work includes the analysis of the project outputs made so far to be the basis of the plans, requirements, documents, and deliverables intended for closing the gaps and preparing transformed within the approved operational model. The scope comprises but not limited to:

  • Preparing strategic plans
  • Preparing operational plans

  • Preparation of training program for staff

  • Gap analysis of previously developed in the previous transformation

 

The hiring for this position is subject to contract award.

 

Key Accountabilities

  • Providing strategic input and advice to the Project Director in the delivery of the contract

  • Having communication skills, strategic thinking and leadership of change.

  • Ability to prepare and formulate strategic and operational plans with skill in risk and crisis management.

  • Ability to analyze data, extract statistics, and display results.

  • Preparing strategic and operational plans in the light of the strategic objectives of the client, and working towards implementation thereof and verifying its indicators.

  • Providing assistance in supervising the support of the various departments for the application of balanced scorecards and providing the information necessary to facilitate performance measurement.

  • Providing assistance in linking current projects and initiatives with strategic objectives and key performance indicators.

  • Liaising with stakeholders for preparation and implementation of strategic communication plan.

  • Preparation of all required strategic plans to fulfil the required deliverables of the contract and in support of the Project Director and wider consultancy team

  • Gather and analyze data relevant to the client in order to create detailed strategy reports.

  • Create short, medium and long-term strategies that support the client's growth and mission in the development of the facility.

  • Conduct qualitative and quantitative research to identify market trends and consumer behaviour.

  • Develop a comprehensive working plan to guide execution of strategy.

  • Establish relationships with stakeholders to gain a better understanding of the organization and their goals.

  • Evaluate existing strategies and develop actionable plans for improvement.

  • Monitor progress of implemented strategies and suggest revisions and adjustments.

  • Providing assistance to the facility components in preparing their plans.

  • Present findings in a concise and clear manner that aids in making effective decisions.

 

Specific Requirements

  • Master's degree in Strategic Planning, Business Administration or equivalent.
  • At least three (3) years of experience in strategic planning and corporate performance management.
  • In-depth knowledge of strategic planning methods, concepts, and tools.
  • Familiarity with performance metrics, competitive analysis, and market trends.
  • Exceptional analytical and problem-solving skills.
  • Excellent communication and presentation skills.
  • Ability to develop strong relationships with stakeholders.
  • Ability to interpret and analyze large volumes of data in a concise and accurate manner.
  • In-depth knowledge of financial/strategic reports, business models, and industry standards.
  • Ability to positively influence key stakeholders within the Contract and business areas.
  • Good time management and organisational skills.
  • Ability to handle confidential information appropriately.
  • Ability to liaise in a professional manner with staff at all levels in the organisation and with external parties.
  • Ability to develop self and contribute to the development of others across the Team.
  • Excellent communication skills, both written and verbal.
  • The ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment.
  • Strong analytical and strategical skills.
