Your Opportunity
The Client has requested Serco for a wide range of professional technical services, such as, not limited to, asset register, buildings leaser scanning, asset condition assessment, supervision of subcontractors (blue-collar) assigned for fit out, refurbishment, or any other relevant activities to property & facility departments as it will be elaborated in coming parts.

The Facilities Management Manager must be flexible to adopt the anticipated gradual growth of business, or any increase of the scope and on some occasions, also it will be required to represent the Client in the meetings with stakeholders. The role will be part of a team of qualified consultants and personnel in Riyadh, Saudi Arabia to shape and deliver the scope on hand. The role will support the appointed team as well as will have expert delivery knowledge of Hard Services – responsible for completion of required consultancy tasks focussed on Hard Services (i.e., FM strategy design, RFP development, Operating standards development, fit-out design support and general engineering advisory support).
Key Accountabilities

Determine FM services to be provided in assets common areas based on each asset category (residential, offices, retail, F&B, malls), bundling FM services to achieve economies of scale.

Create execution roadmap to align with readiness plan of properties, to ensure that required services will be delivered smoothly on time with efficient cost.

Prepare the RFP’s for blue collar, service providers, with comprehensive scope of work templates for each (Hard & Soft)or any special services

Determine FM standards to ensure consistent service quality

Develop SOP’s, manuals to ensure proper department workflow and to align this with other departments, with all relevant templates as required to ensure proper documentation for all activities

Design service packages for tenants to cover their prospective needs

Establish guidelines for fit-out, that need to be followed by tenants to prepare outlets

Prepare work templates to cover all activates under facility department internal procedures & monitor service providers performance.

Establish hand over process of receiving assets and keys and implement it upon expropriation

Determine properties quality standards per category, to make it ready to lease

Develop SLA’s and KPI’s for each service delivery, relevant to service providers, blue collar

Establish FM department KPI’s and identify risk factors along with mitigation plan actions

Prepare detailed scope of work to be conducted for City management, including the methodology of operations, preparing RFP for service providers and budgets.

Prepare Exit plan, to ensure smooth transfer of functions & documents to team when they become onboard
Specific Requirements
-
Seven (7) minimum years of experience in Hard Services: MEP (Mechanical Electrical Plumbing) related delivery, civil maintenance, and specialized services

Five (5) years of experience in consultancy services.

Strong technical skills in all aspects of project service delivery.

Asset Management Experience is preferred. (Knowledge of Asset Management Software like Oracle eAM or Maximo desirable but not necessary)

Fluent in English (Spoken, Written). Arabic speakers preferred.

Holder of a degree in a relevant engineering discipline.

Qualification in project management/project methodology (PMP, Prince 2) preferred.

Demonstrate good man-management, leadership and interpersonal capability.

Saudi Council of Engineers affiliation preferred.
