Your Opportunity
We are looking for a Safety & Assurance Assistant Manager who will provide assistance in the management of Health, Safety and Quality Environment in the workplace, ensuring consultation and communication amongst employees and management. The Safety and Assurance Assistant Manager will support the Safety & Assurance Manager and operational teams in ensuring Safety and Assurance compliance across the MELABS contract in Dubai, UAE. Act as the competent person in relation to Quality, Health, and Safety, including fire and life safety and provide independent assessment of compliance through internal compliance assurance reviews and external auditing, certification assessments.
The ideal candidate should be self-motivated and able to work to deadlines. The individual should possess good communication and observation skills and has excellent command over of the English language. Someone with people management and problem-solving skills.
Key Accountabilities

Risk Assessment and Mitigation - Conduct Risk Assessments, Risk Mitigation, Implementation of the Job Safety Environmental Analysis (JSEA) and effective controls. Conduct hazard and risk assessments and change existing or develop new recommendations from these assessments. Conduct regular safety tours, safety audits, hazard identification and accident prevention programs.

HSE – Assist with overall HSE activities on the contract. High-risk activities include working at height, confined spaces, hot works, electrical isolation, and pressure systems isolation. Ensure safety of all employees, contractors, and third-party suppliers.

ISO Certification and Maintenance – Assist in the process of obtaining and maintaining external accreditation of the Integrated Management Systems to ISO 9001, ISO 22000, and ISO 45001 and HACCP.

Documentation - Develop Plans, Procedures, Work Instructions and Forms. Manage the document control process to ensure all personnel have access to up to date procedures, work instructions etc. always.

Six Sigma and Continuous Improvement – Carry out six sigma projects advice and guidance across the organization on Quality Management and Six Sigma philosophy of Continuous Improvement. Monitor audit activities, assemble reports, initiate corrective action plan and monitor the timely resolution of audit findings.

Internal and External Audit - Publish the Internal and External Audit Calendars, Manage the audit team and coordinate with auditors and activities for internal audits and facilitation of external audits.

Business Continuity - Executive the Business Continuity Plan and conduct drills.

Emergency Strategy and Drills – Conduct drills and exercises to meet the Emergency Strategy and Drills

Performance Management and KPIs - Define Individual and Contract KPIs, Monitor the performance of each service, provide early warning of any potential problems, acquire visibility of interfaces between Serco and Commonwealth and Plan for supply of inputs.

Reporting - Monthly reporting and monitoring monthly performance for the contract. Assist the Safety Manager in completing HSQE reports, Contractual reports prior to submittal monthly for management review

Provision of Environmental Health Services (ENVHS) - Focuses on the relationships between people and their environment; promotes human health and well-being. Responsible for the delivery of Environmental Health Services (ENVHS) to undertake the following:

Wet Bulb Globe Temperature (WBGT) heat stress monitoring and reporting.

Water Quality Assessments (Legionella, Chemical and Biological)

Food Safety Inspections as per HACCP and FSMS and
-
Incident Response.

Assist in the development and implementation of an environmental management system (EMS) based on the ISO 14001 EMS standard and incorporating relevant elements from the Defence Environmental Factors from the reference. Assist in conducting compliance and assurance monitoring of environmental outcomes across all aspects of the contract with respect to the Strategic Aims. Support improved environmental awareness of contractor staff through such measures as induction training and toolbox talks. Undertake contamination assessment, remediation and monitoring as required.

- Data Integrity - Verify the accuracy and integrity of the data used in monthly reports. Implement data validation processes and data quality checks.
Specific Requirements
-
Degree level or postgraduate in Microbiology.
-
NEBOSH Diploma or similar OSH qualification (Holder of NEBOSH IGC Certificate).

IRCA ISO 9001, 14001, HACCP, ISO 22000, and ISO 45001 Lead Auditor.

Internal Auditing Experience.
-
QA/Safety & Assurance experience of at least 7 years with at minimum 5 years at a supervisory or higher level.

Experience in Training Delivery with at least 5 years’ experience.

Experience working in ISO accreditations and audits at least 5 years’ experience.

Reporting and MS Office, Power BI, and Visio skills.

Valid UAE driving license.
