Your Opportunity  

We are currently bidding for a new prestigious Facilities Management project in Abu Dhabi, UAE and we are looking for a Procurement & Stores Lead who will provide effective procurement, warehousing and logistics management and services for the contract. The job holder will establish internal processes on stores management and develop procurement strategies by managing suppliers and interact with the client and contract stakeholders.

 

The ideal candidate should proven experience and ability of organizing and maintaining contract and project documentation, ability to negotiate maturely and confidently with contractors and customers.

 

The hiring for this role is subject to contract award.

 

Key Accountabilities

  • Responsible for negotiating the most favourable contract terms and conditions possible to achieve best value purchasing.

  • Maintain and update comprehensive procurement records on materials and suppliers and ensuring accuracy and integrity of data. Provide weekly updates to the technical team and line manager.

  • Analyse procurement requirements and select the most appropriate methods based on interpretation and assessment of established policies, practices, and experience.

  • Manage the full tender process and ensure proposals are received back with all the required documentation and evaluation is done on a timely manner.

  • Ensure procurement process agreed with the client is strictly followed and record keeping requirements are all met.

  • Work closely with the Admin on site to ensure purchase orders are raised and received by suppliers.

  • Daily follow ups with suppliers and stores team to ensure items are delivered on time and any discrepancies are resolved.

  • Liaise regularly with technical team and ensure update is provided in relation to project work. Ensure projects are completed and completion certificates approved.

  • Work closely with the line manager on procurement revenue forecasts and on the client billing of projects completed and items received.

  • Lead on any client procurement audits as well Serco’s internal and external audits.

  • Daily follow ups with client procurement department to ensure purchase requests (PRFs) are approved and Purchase orders are received on time.

  • Organize maintain and delegate numerous purchasing tasks in a busy and pressured environment. This includes material supply and projects.

  • Responsible for reviewing all material/supply and project requests to ensure all the required information is received from the technical team/client.

  • Identify and select vendors to purchase supplies/ carry out projects and ensure that criteria such as specification, price, quality, quantity, compliance and delivery date are met.

  • Set-up and implement layout and space management, stores procedures and instructions relevant in delivering effective warehouse management.

  • Ensure minimum and maximum stock thresholds are maintained at all times by the stores personnel and provide assistance in agreeing these thresholds with the technical team.

  • Participate in audit stock taking.

  • Carry out the effective control in storage, transactions and issuing material for all sections of maintenance department to ensure the adequate supply of spares items

  • Ensure the stores personnel are maintaining accurate records of maintenance spares, consumables and tools inventory and inventory records by effectively using the client’s computerised maintenance management system.

  • Monitors and follow-up MMS program against actual activities.

  • Ensure Inventory Reports; in/out status report; dead stock report, goods age report, consumption report and other reporting requirement are issued to procurement and the relevant departments by the stores personnel.

  • Proactively, initiates improvement and development of stores.

  • Liaise with Central Procurement team and Commercial team on all specialist subcontractor contract matters by initiating any contract amendments/ renewals or new contract requirements as requested by the technical team and Facilities Services Manager.

  • Establish and maintain strong relationships with the client team and the technical team on site.

  • Work closely with Central Procurement team on supplier agreements to fix prices and agree a Preferred Supplier list for the contract.

  • Demonstrate leadership and team building skills through staff communication and hold regular meetings to gain staff commitment and build efficiency of the department.

  • Supervise and oversee all aspects of stores inventory administration done by the Stores Expeditors.

  • Support the stores personnel in the administration and maintenance of all paperwork and delivery notes and ensure they are filed for audit inspection.

 

Specific Requirements

  • Five (5) plus years of experience, preferably seven years, in high volume procurement activities.

  • Two (2) plus years of MEP inventory management experience.

  • Two (2) plus years of supervisory and management experience.

  • An engineering MEP background is not essential but advantageous; expected to predominately assist Maintenance functions.

  • Knowledge of the property and facility management sector in the Middle East and covers supplier negotiations, contract negotiations, tender management and inventory management.

  • Ideally a degree holder or high diploma of post-secondary education in business administration, procurement, engineering, science or a related discipline.
